As an Xray Admin, I would like Xray Cloud to support Precondition Type management with the same capabilities available in Xray Data Center.

In the Xray Data Center, 

In Xray Data Center, administrators can create and manage separate Type Contexts for Tests and Pre-conditions via the Manage Test Types screen.

But in Xray Cloud, Test Types are managed globally and at the Project level and apply to both Tests and Pre-conditions

There is no ability to create dedicated Pre-condition Type Contexts. As a result, the same Test Type configuration is shared across both issue types, limiting flexibility compared to Xray Data Center.
