TCI is not importing the values correctly when the Data field is mapped before the Action field.

Pre-conditions

Data column should be empty for the 1st step.
Xray_data_column_bug (3).csv

How to reproduce

1. Open Test Case Importer
2. Use the above CSV.
3. Map all the fields, but map the Data first, then the Action.
4. Begin Import.

Empty steps are not being recognised and are merged with the information from the next step.
