Description
Description
The Test Case Importer is expected to display all available projects, even if Test Coverage or Defect Mappings have not been configured for those projects. However, if these mappings have never been configured at least once, the corresponding project does not appear during issue import.

How to reproduce
- Create a new Project with the Xray issue types enabled - Test, Test Set, Precondition, and Test Plan.
Do not configure any issue mappings under Test Coverage and Defect Mappings.
In the Test Case Importer, select a CSV file to import and check whether the newly created project appears in the project list.Configure issue mappings under Test Coverage or Defect Mapping, or Both
in the Xray Settings of the project.
Repeat Step 3 and verify that the project now appears in the list.
Actual result/Attachments
- The project name does not appear in the Test Case Importer project drop-down when Test Coverage and Defect Mappings have never been configured.
- Once these mappings are configured, the project becomes visible.
- The project remains visible even after the mappings are later removed.
Expected result
The project should always be listed in the Test Case Importer, regardless of whether Test Coverage or Defect Mappings are configured.

Workaround:
Configure the issuetypes under the Test Coverage or Defect Mappings and search the Project in the Test Case Importer. The Project will be shown even if the issue types configured are removed.
