Test Runs List Report and Gadget: date range filter ineffective when project exceeds 1000 test executions

When a project contains more than 1000 test executions, both the Test Runs List report and the Test Runs List gadget become unusable. The "too many test executions" error is displayed regardless of the date range filter applied, and the number shown reflects all test executions in the project rather than the filtered result.

This happens because the date range filter is applied at a later stage in the process, after the limit has already been checked.
