Issue property bulk updates fail after a migration and on subsequent re-index

    Description

      After a DC to cloud migration, when setting the issue properties some bulk updates fail with a 409 error stating a task already exist.

      Steps to Reproduce 

      1. Run a DC to cloud migration
      2. For one of the migrated projects attempt to start a re-index.

      Expected Result

      The re-index runs without any errors.

      Actual Result

      The re-index process completes however some issue properties are not set and fail with a 409 error.
