As a user, I would like to be able to enable the Test Environments field on other issue types

In Xray Cloud, the Test Environments field is only available for Test Execution and Sub Test Execution issues.

However, in Xray DC it was possible to add this field to other issue types as well, such as Test Plans and Defects.

As a user, I would like to be able to enable the Test Environments field available on other issue types.
