As a user, I should be able to comment on individual test steps with mentions and notify the users.

      Description

      Currently, comments added to individual test steps within a Test Run do not trigger notifications, and there is no way to mention users at the test step level. The request is for a feature that enables discussions directly at the test step level which includes user mentions and notifications 

      User friction

      When a user leaves a comment on a specific test step, the relevant developer is not notified and has no way of knowing a question was raised.

      Steps to reproduce (right now) / Actual Result:

      1. Open a Test Run and add a comment to an individual test step.
      2. Attempt to mention a user about that comment.

      IMPACT

      What would improve if solved:

      Stakeholders could hold contextual discussions directly on the relevant test step, with mentions and notifications keeping the right people informed.

      Impact on stakeholders:

      Business users and developers lose time coordinating through external channels and separate tickets, and context is easily lost when discussions are disconnected from the test step.

      Current workaround:

      Communicate about test step comments through separate Jira tickets, email, or external chat tools, and manually notify the relevant developer.

      CONTEXT & EXAMPLES:

      Concrete example:

      A business user reviews a Test Run and adds a comment to a specific test step asking a developer to clarify the expected behavior. Because no notification is sent and the developer cannot be mentioned, the developer doesn't see the comment.

      Workaround risk:

      Relying on external channels means discussions are disconnected from the test step, context can be lost, and questions may be missed or duplicated.
