Xray webpanels are not being opened by default in forge views when the M1 version (v16.0.0) is installed

Description

Xray web panels stuck in loading state and not being opened after upgrading to v16.0.0 

Pre-conditions

• Xray app is installed and upgraded to version 16.0.0
• Configure Xray to the Jira project
• User should have browse projects permissions

How to reproduce

• Upgrade the Xray app to v16.0.0 from an older/previous version
• Open a work item in an Xray-configured project
• Observe the Xray web panels

Actual result/Attachments

The Xray web panels stay stuck in the loading state and panels are not getting enabled. 

Expected result

The Xray web panels should finish loading and display the data when the work item is opened.

Affected Xray Version: 16.0.0

Workaround: Users needs to enable the Xray panels manually on each Work Item. // Contact Support to have this solved in Bulk in case you are affected by this.
