Xray Cloud does not currently support the United Kingdom (UK) as a Data Residency location, while Atlassian Cloud supports UK data residency for Jira. As a result, customers who pin Jira to the UK will see Xray marked as Not eligible for data residency moves, preventing both products' data from residing in the same region.
User friction:
Customers in regulated industries with a UK only data residency requirement cannot host Xray data in the UK. Their only realistic choice is to pin both Jira and Xray to Europe (Frankfurt) or Germany (Frankfurt), which keeps the two aligned but still fails a strict UK requirement.
Steps to reproduce (right now):
- Pin Jira Cloud data to the UK location from the organization administration.
- Open the app data residency section and look at Xray.
- Try to request a Data Residency move for Xray to the UK.
- Notice UK is not an available Xray location and Xray is marked Not eligible.
Actual Result:
Xray can only be pinned to United States, Europe (Frankfurt), Germany (Frankfurt) or Australia (Sydney). UK is not offered, so Xray data cannot be placed in the UK.
IMPACT:
Organizations with UK data residency requirements are unable to fully adopt Xray Cloud, as Xray data cannot currently be hosted in the UK alongside Jira data. As a result, they must either accept hosting Xray data outside the UK or assess alternative solutions.
What would improve if solved:
Organizations requiring UK data residency could host both Jira and Xray data in the UK, maintaining data residency alignment and meeting compliance, regulatory, and data governance requirements. This would remove adoption barriers and support broader Cloud adoption.
Impact on stakeholders:
Blocks Data Center to Cloud migrations for large UK-based customers that require UK data residency, as Xray and Jira data cannot be hosted in the same region.
Current workaround:
- Keep Jira Cloud pinned to the UK and use Xray Cloud in a supported region outside the UK.
- Pin both Jira Cloud and Xray Cloud to Europe (Frankfurt) or Germany (Frankfurt) if EU data residency is acceptable.

Concrete example:
A customer with UK data residency requirements pins Jira Cloud to the UK during a Data Center to Cloud migration. Since Xray Cloud does not support UK data residency, Xray remains Not eligible and its data continues to be hosted outside the UK, preventing full compliance with the customer's data residency requirements.
Workaround risk:
- Xray data cannot reside in the UK alongside Jira, which may not meet UK-specific compliance or data residency requirements.
- Using EU regions as an alternative may not satisfy internal governance or regulatory policies.
