App Settings and Reorder menu options are missing from the Xray three-dot menu when only Xray is installed

Description
The Xray three-dot menu under Apps is empty. The App Settings and Reorder menu item options are not displayed.
This happens when only Xray is installed.

Pre-conditions
Only have Xray installed

How to reproduce

1. Go to Jira sidebar
2. Open apps
3. Click the three dot menu

Actual result/Attachments
The options are not showing.

Both options should show

Install another app on the instance
