Users without Jira Administrator permissions are unable to delete Test Types at the project level

Description
Space Admins without Jira Administrator permissions are not able to delete Test Types in the Space Settings.

Pre-conditions

User has Administer Projects permission but is not a Jira Administrator.

How to reproduce

1. Open Space Settings
2. Go to Xray Settings
3. Go to Test Types
4. Delete a Test Type

Actual result/Attachments
An error occurs when Space Admins try to delete a Test Type.

Expected result
A Space Admin should be able to delete the Test Type at the Space Level
