Xray re-index fails with "Internal Server Error" on a project containing huge data.

The re-index operation fails for  because the deleteTestRunsWithInexistentTestVersions function issues a single unbounded MongoDB find() query that attempts to load all test runs for the entire project in one pass, using a $in array containing every test issue ID in the project. With a large number of million test runs, this query either exhausts available memory or hits MongoDB's internal operation timeout. The failure manifests as an "Internal Server Error" after ~45 minutes because there is no maxTimeMS guard, no pagination, and no data size cap anywhere in the re-index pipeline. The UI appears stuck at 0% throughout because actual progress only increments when Jira stream batches complete- the process stalls on this MongoDB step before stream processing even begins, and the background heartbeat only adds 0.1% every 15 minutes.
