Allow the “Keep repository folder when cloning a Test or Precondition” option to be configured globally.

User friction
Currently, this option is only available in the Space Settings. This would require a lot of work for instances with a large number of spaces.

Steps to reproduce (right now) / Actual Result:
1. Open Space Settings
2. Go to Xray Settings
3. Go to Miscellaneous
4. Enable "Keep repository folder when cloning a Test or Precondition" per Space

IMPACT

What would improve if solved:
Allowing an option for this to be configured globally would reduce the effort required for instances with a large number of spaces. Admins could enable the option once instead of configuring it individually for each space.

Impact on stakeholders:
Admins managing many Spaces would benefit from a global configuration and would not need to manually enable the setting across each Space.

Current workaround:
Enable the “Keep repository folder when cloning a Test or Precondition” option per space

CONTEXT & EXAMPLES:

Concrete example:
For an instance with a large number of Spaces, an admin who wants this behavior enabled across all Spaces has to navigate each Space's Xray Settings and enable the option individually.

Workaround risk:
Manually configuring the option across multiple Spaces is time-consuming and can lead to inconsistent configuration if the setting is missed or not enabled in some Spaces.{}
