As a user, I would like to be able to see which projects have issue types configured as Coverable Issue Types

In Xray Cloud, Requirement issue types are configured at the project level, which makes it difficult to identify which projects have Test Coverage enabled (i.e., have Coverable Issue Types configured) across the whole site, unlike in Xray DC, where this is easier to trace.

As a user, I would like a global admin page listing all projects on the site that have issue types configured as Coverable Issue Types, so I can quickly see which projects have Test Coverage/Requirements enabled without having to check each project individually.
