After adding a Test Plan to a Test Execution that contains Tests that don't belong to the Test Plan, the message to add the Tests to the Test Plan only appears after all the instance filters have been loaded

After adding a Test Plan to a Test Execution that contains Tests that don't belong to the Test Plan, the message to add the Tests to the Test Plan only appears after all the instance filters have been loaded.

They are being loaded paginated in 50-item chunks per request.

This causes performance issues, since the message card takes too long to be shown or may not appear at all.

Steps to Reproduce:

• Add a Test Plan to a Test Execution that contains Tests that do not belong to the Test Plan.
• In the network inspection, we can see all the instance filters being loaded, and the panel is only displayed at the end.

• The message card to add the Tests to the Test Plan should appear right away.
