The TestRuns List report fails to render for all users in Project 1 when only the project filter is applied, and one affected user cannot generate the report under any filter configuration, while the same report works as expected in other projects.

Description

Customer reports that the Test Runs List report in the Reporting Center cannot be generated for the Project 1 when only the project filter is selected. The page keeps loading at around 50 percent and never displays the results or any error for every user. The same users can generate the report when a Test Plan is selected in the filter. One only user cannot generate the report at all, with any filter. The Project 2 works normally.

Summary of the Issue:

Issue 1: On the Project 1, no user can generate the Test Runs List report with only the project filter selected. The page keeps loading with no error. The same users can generate it when a Test Plan is selected. Only Project 1 is affected; Project 2 works with the project filter.
Issue 2: One user cannot generate the report at all, neither with the project filter nor with Test Plans that work for other users.

Steps to reproduce

• Issue 1 (Every user ): open Reporting Center > Test Runs List, select only the project filter (Project 1) and generate the report.
• Issue 2 (One affected user): Generate the report with any filter, including a Test Plan that works for other users.

Actual result/Attachments

The page stalls at approximately 50% loading progress, and the report never renders. No error message is displayed.

Expected result

The report should render successfully for the Project 1 when the project filter is applied, and it should also render correctly for the affected user regardless of the selected filter, consistent with the behavior observed for Project 2 and other projects.
