Error loading non xray project workitems

Description:
When a client opens a work item in a non-Xray-configured project, the bundle loader attempts to fetch Xray resources, resulting in an error related to issue-view-tasks
Steps:

• Create a project and do not configure Xray

• Create a work item

• Force an error to occur (chrome → block request)

Actual Result:
Shows unexpected error

Expected Result:
Do not show the unexpected error popup
