User Picker (multiple users) field only allows selecting one user in the filters

Description
When using a User Picker (multiple users) custom field, only one user can be selected in the filters.
Although the custom field is configured to allow multiple users, it is not possible to select more than one user.

Pre-conditions
A Jira custom field with the type User Picker (multiple users) is configured.

How to reproduce

1. Open a Test Execution
2. Go to the Tests section
3. Click Filters
4. Add users to the field

Actual result/Attachments
Only one user can be selected. It is not possible to select multiple users even though the field is configured as User Picker (multiple users).

Expected result
The User Picker (multiple users) field should allow more than one user to be selected.
