Gadgets takes long time to load filter when there are more than 1000 filters created

Description

When a user attempts to select a filter in a dashboard gadget (specifically Xray gadgets), the application attempts to fetch all existing filters from the backend beforehand. If a high volume of filters exists (e.g., over 1,000), this causes significant loading delays when opening the dropdown.

How to reproduce

1. Create a large number of filters (e.g., >1,000)
2. Go to a Dashboard and add an Xray gadget
3. Click the filter selection dropdown to search for or pick a filter

Actual result/Attachments

• The filter menu takes a very long time to load, proportional to the total number of filters in the instance;
• Network requests show the backend loading all existing filters at once; no browser console errors are thrown.
• Behavior only noted on Cray Gadgets

Expected result

• Filter selection within dashboard gadgets should load quickly and efficiently regardless of the total number of filters configured on the backend (e.g., via pagination, dynamic search, or lazy loading)
