As an API user, I can query project settings using GraphQL

A new GraphQL query must be provided to get the project settings.

ACs:

• A new query named getProjectSettings must be provided
• The query will return a project object with the following properties
  • Coverage issue types
  • Defect issue types
  • Test  Types
  • Test Environments
