When users to not have the Administrator Permission of a Projector set up, the endpoint returns an empty array regarding the permissions to see or not the Test Plan Board

Short Description: When users to not have the Administrator Permission of a Projector set up, the endpoint returns an empty array regarding the permissions to see or not the Test Plan Board.

Steps to Reproduce:
1 - Navigate to the xpandcloud instance.
2 - Select the project AMGT.
3 - Navigate to the Testing Board.
4 - In the Test Plan Board, select a Test Plan.

Actual Result: Test Plans are available but when selecting the Test Plan, the user is not able to see the Test Plan Board.
Expected Result: The endpoint should return the correct permission and display the test plan board page according to it.
