User should not be able to modify the type of a Test and a Precondition when the Edit Issue permission is off

Short Description: User should not be able to modify the type of a Test and a Precondition when the Edit Issue permission is off.

Steps to Reproduce:
1 - Create a test issue and a precondition issue. Make sure to open the issues in different tabs.
2 - In another tab, navigate to the project settings - permissions menu.
3 - Edit the permissions scheme and remove the "Edit Issues" permission.
4 - Now, refresh both test and preconditions pages.
5 - Modify the test type.
6 - Modify the precondition type.

Actual Result: The drop field is modifiable and an internal server error is displayed to the user. Also, the screen behaves in a different way, depending if it is a test or a precondition issue.
Expected Result: The field that allows the user to modify the definition of the issue should be read-only.
