As a user, I can disable Test Coverage for specific Issues

It should be possible to disable Test Coverage web panel in Xray for specific issues. Maybe these issues do not need testing.

This can be achieved with a special label configurable on the Xray project settings.

The Test Coverage based reports should also be affected by this label. Coverable issues with this label should not appear. There could also be an option in each report to show/hide these labeled issues.
