Test step comments

Possibility to add comments in Test Steps. 

The scenario is:

1. Tester is writing tests with multiple test steps.
2. Reviewer is reviewing that the tests and their steps are appropriate and correct.

During the second point, is not possible to comment on the step's action, data or expected result details. Instead, it is needed to add a Jira comment, and with the way the UI is organized the comment input box at the bottom of the issue, the page isn't visible when viewing the steps table.
