Test step attachments are not imported when importing test steps from another Tests that have steps with attachments

Short Description: The Test step attachments are not being imported when importing steps of Tests that have steps with attachments.

Steps to reproduce

Step	Result
Create a new Manual Test case
Click to import Steps from another Test that contains steps with attachments - Select the steps and map all the fields
Try to open the attachment associated with the imported step

Actual Result: The steps are imported properly, however the attachments cannot be opened.
