Users must be able to associate Preconditions with Tests of different types or kinds

Currently, Xray is enforcing the same type when associating Tests with Preconditions. This restriction must be removed as there are cases when we can have preconditions and tests associated with different types.

For example, an Exploratory Test can have Manual Preconditions.
