An 400 error bad request is displayed in the Project Settings when trying to edit an Env, not having permissions to access the Xray Global settings

Short Description: An 400 error bad request is displayed in the Project Settings when trying to edit an Env, not having permissions to access the Xray Global settings.

Steps to Reproduce:

1 - Create a user with a basic role.

2 - Enter Xray and create a project (the user can only create Next Gen projects)

3 - Go to the project settings and add an Environment from the Global Settings.

4 - Edit that Env.

Actual results: An error message is displayed on the screen (400 error bad request).

Expected results: The user should be able to edit the environment if he has permissions to edit all the projects the environment is in.
This logic should be present in the UI and accessing the endpoint directly.
