In the Requirement Built-In Reports, the Epics should always appear and be considered, even when only Stories are included in the Filters. The most straightforward example of this is the "Sprint" filter. If you filter by sprint, the Epic issue cannot be added into a Sprint, so its Stories won't be included as well.
