Fix Version is not being cleared of reports when project is changed

The Fix Version filter is not being cleared when project filter is changed.

Steps to reproduce:

1. Go to a project and choose Test Plans report.
2. Choose a Project and Fix Version filter and press apply.
3. Now open the filters dialog again
4. Change the project and click apply

The fix version is cleared from the filter when the project is changed but the fix version still remain after the user clicks on apply.
