Some clients are not able to install templates correctly

Description

Some clients are not able to install templates correctly.

The template mappings are not being added to the database, so when the client tries to export the template, it doesn't work.

Pre-conditions

The client have an older clientkey.

How to reproduce

1. Install or upload a template
2. Export some issue using this template
