"New test" option on the test coverage webpanel does not work if the Requirement contains an attachment in is description

Short Description: "New test" option on the test coverage webpanel does not work if the Requirement contains an attachament in is description.

Steps to Reproduce:

1 - Create a requirement with an attachment in is description.

2 - Click to create a new test in the coverage webpanel.

Actual Results: the button does not work.

Expected Results: the create Jira dialog should be displayed.
