"Create Defect" for Parameterized Test Run Steps sometimes does not open the Create Issue Dialog

Pre-conditions
Have a Parametrized Test case with an empty Parameter:

How to reproduce

1. Head into the Execution Details window;
2. Navigate to the Iteration of the empty Parameter, and select the "Create Defect" option on a Step:
   

Actual result/Attachments
Nothing happens; the Create Issue Dialog is not triggered.

Expected result
The Create Issue Dialog is correctly triggered with the Test Run Steps Information.
