As a user, I can send an email notification when all Test Steps have been executed

As a user, I can send an email notification when all Test Steps have been executed. At the moment, it is possible to set "Send email notifications to Test Run assignee" on the Miscellaneous configuration to notify the assignee whenever a test run is either created or assigned.
In this case, we want to be able to send an email notification to the Test Run assignee when all Test Steps are executed.
