As a Admin, I can enable the Xray Issue Types, Coverage and Defect Mapping on Global level

Some Xray settings like enabling Xray Issue Types, Coverage, Defect Mapping and Enabling Project Settings Miscellaneous options could be moved to the Global level. This will allow configuring several Projects without having to enter each Project.
