Importing a feature file with a tagged precondition in the Background conditions

When importing a feature file with a tagged precondition in the Background it should have the following behaviors:

• If the tagged precondition is removed from the Background section of the feature file, the precondition link should be removed after importing the feature file.
• If a tagged precondition is added to the Background section of the feature file, the precondition is linked after importing, but the link is added with the highest rank - not the rank that would correspond to ordering in the Backgrounds section. (i.e. a new link is always added to the end of the list)
• Changing the order of the linked preconditions in the Background section of a feature file doesn't get reflected in the ordering of linked preconditions after importing the feature file to X-Ray.
