As a user, I want to define default folders to be used across different projects for my Test Repository

I want to setup a default Test Repository folder structure for all projects in a Jira instance? Such as a "Regression" folder and then a "Feature" folder.

I am wondering if these two folders can be setup by default across all projects in a Jira instance.
