As a user, I want to specify the location of the Cloned Test Step

As a user, I want to specify the location of the Cloned Test Step.

Presently, when cloning a Test Step, it is placed directly below the cloned Step.
On the Clone Test Step confirmation, it would be helpful to specify where to insert the cloned Step with an appropriate prompt to select the Step position.
