Improve DocGen Permission Issues when exporting

Whenever an Xray Issue is linked to a non-exportable issue, there is a generic error for the user, not belaying the necessary information for the users.

The best solution will be not to include that issue's data and to report to the customer the skipped data or data is incomplete.
