When a Test Set is removed and it's present in a filter, the filter is not removed

How to reproduce

1. Create a Test Set
2. Add it to a filter
3. Remove the Test Set

Actual result/Attachments
An unexpected error warning pops up showing that the user doesn't have access to all issues needed

Expected result
The user should be able to access the filter must be empty/clean
