Migration may fail due to EAI_AGAIN

A migration may fail due to err - getaddrinfo EAI_AGAIN which is a transient DNS resolution error. 
Although rare it tends to pop up during migrating Test Runs mostly when performing a batch JQL search.
Possibly because of the number of outgoing requests.

But can happen with any outgoing request. Since we've already added retry for ECONNREFUSED & ECONNRESET, we can include this as well.
