Migrating the Test step information from Server to cloud Test step information misrepresented

Description: The test steps having the Panel information in the server. After migration to cloud, the information inside the Panel of test steps are not represented properly, instead, displays the formatting information. 

Pre-conditions: There should be a manual Test with Test Steps having Panel information. 

How to reproduce

1. Create a manual Test in server. 
2. Add a test step and click on Other  > panel. Add some text in it.
3. Now , click on Export and Export the Test Step as CSV.
4. On the Jira Cloud, create a manual Test and Import the CSV file

Actual result/Attachments:  The panel section of Test Step information in the cloud is displayed along with the formatting information.

Expected result: The Test Step in the could should contain the same information as in the Test Step in the server.
