When Creating a Test Execution or a Test Plan from a Test Set from the Testing Board the order of Tests is not kept

When Creating a Test Execution or a Test Plan from a Test Set from the Testing Board, the order of Tests is not kept.

How to reproduce

1. Navigate to a Test Set in the Testing Board and order Tests by a non-key sorting order. For example TST-1, TST-3, TST-2
2. Select all Tests and create a Test Plan/Test Execution.
3. The order of the Tests is not kept.

Actual result/Attachments

The order of Tests is not kept. 

However, if we manually add the Test Set to a Test Plan via the issue view screen, all orders are kept as expected. This only happens within the Testing Board. 

Expected result

To have the Test ordered correctly.
