As a user, I can set the Test Case Versioning drop-down as a read-only field based on workflow status

It should be possible to make the Test Case Versioning drop-down on the Test Issue as a read-only field based on workflow status.

Also, each Test Case Version should be able to have its own independent Workflow Status to avoid misuse and ensure proper version control.
