Re-index fails with permission errors when the user has no edit issue permission

    Description

      If the user that triggers the re-index has no edit issues permission, even thought Xray has that permission, the re-index fails with permission errors when setting issue properties.

      Set issue property requests should be done as addon in the re-index, not as user.
