Exported reports to CSV file, the muted vowels of German language are not displayed correctly

Description:

While exporting the data to CSV in Xray reports, then, the exported data in CSV does not display the muted vowel characters correctly of German language.

How to reproduce

Export the Xray report to CSV

Actual result/Attachments:

German characters - muted vowels are not represented correctly. 

Expected result:

German characters - muted vowels are represented correctly.
