Test runs assignee - "[migration] unknown user" creating issues in viewing Test Execution issues

Description:

When we migrate to cloud, the test runs are assigned/executed to "[migration] unknown user" for users that are not migrated.

When on a Test Execution issue, the Test Runs tab does not show any Tests.

Expected Result: The Test Runs tab should load.

Actual Result: The Test Runs are not appearing.
