As a system, the issue picker to link existing Xray issues to other Xray issues should behave the same as on the Server/DC

On Xray Server/DC, when opening the dialog to add an existing issue to another Xray issue (for example, to add a an existing Test to a Test Set or a Test Plan):

As soon as you start typing, it will offer you a long list of suggestions based on an Xray endpoint:

/rest/raven/1.0/issue

Which will search for issues based on Xray functions and provide a comprehensive list of issues as suggestions:

However, in the Cloud the endpoint used for this issue picker is different:

/rest/api/2/search

And the results yielded are very underwhelming compared to Server/DC:

As a system, the issue picker in Xray Cloud should use the same search mechanism, and provide similar results as it does on Server/DC.
