Right click on Test Repository Tests does not show the options to Add and Create

Description:

We are no longer seeing the options to Add or Create : Test Set, Test Plan, Test Execution when we right-click on the Tests of a Test Repository folder.

Only, Move Issues in Navigator, Move to Root, and Document Generator are available

Pre-conditions: Having Tests added to the Test Repository Folder

How to reproduce

1. Open the Test Repository
2. Select some Tests in a folder, 
3. Right-Click 

Actual result/Attachments:

Does not display options to Add and Create: Test Plan, Test Set and Test Execution

Expected result: It should display all the options mentioned
