As a user, I want to save the steps when I click "create" when using Dialog

When we create a new test and use the "Open Dialog" option to create multiple steps

Expected Result: The step is created and saved once I click the "create" button.
Actual Result: The step is added to the dialog when clicking the "create" button but isn't actually saved into the test. For this, we must click the "Save" button.
