As a user, I want to be able to select which projects should be prioritized during the migration, so that their migration is completed first

At the moment, the Xray data for all projects included in the migration is uploaded simultaneously, and then set up on the Cloud side without a particular order.

As a user, I would like to be able to select the order in which the projects should be migrated, or at least attribute them priority values, so that a group of projects is migrated first.
